Moody's cuts credit ratings for Slovenia (AP)

Moody's Investors Service has downgraded the credit ratings for Slovenia, saying the country's government faces risks from the eurozone debt crisis and the potential that it may need to step in and provide financial support to banks.

The ratings firm on Thursday lowered the nation's local and foreign currency government bond ratings by one notch to "A1" from "Aa3." It has a negative outlook on the ratings.

The move comes amid growing uncertainty over the prospects for eurozone countries to contain the region's debt crisis.

Moody's said the eurozone debt and funding crisis has exposed significant vulnerabilities in the largest financial institutions in Slovenia. The firm noted that, since the outset of the crisis, Slovenian banks have needed the government to provide debt guarantees and capital.

Slovenia will have to provide much more support to its banks in the future, because the lenders' assets, profitability and funding needs are expected to continue, Moody's said.

Under one scenario studied by the firm, Slovenia would potentially need to provide between 2 percent and 8 percent of gross domestic product in coming years to support its largest banks.

Moody's also sees greater risks that the Slovenian economy will not grow in the medium-term as companies, people and sectors of the government roll back spending.

Another concern is the volatile funding conditions of eurozone bond markets, which represents a risk to Slovenia, should the its financing needs exceed original estimates.

Last week, Fitch Ratings placed the ratings for all eurozone nations, including Slovenia, under review for a possible downgrade. Fitch said it expects to complete the review by the end of January.

(AP) ? More than 340 players once coached by Joe Paterno have shown support for their former Penn State coach through a letter released in time for his 85th birthday Wednesday.

Hall of Famer Lydell Mitchell, a standout Nittany Lions running back from 1969-71, helped organize the effort and hoped to get more signatures in the coming days. It's believed to be the largest such effort by former players since school trustees fired Paterno last month in the aftermath of child sex-abuse charges against retired defensive coordinator Jerry Sandusky.

Since then, Paterno has been diagnosed with what his family has called a treatable form of lung cancer. He is undergoing radiation and chemotherapy.

"He is not aware of (the letter)," Mitchell said Tuesday night in a phone interview. "It is so important that he keeps his health up and stays strong ... We're in the fight with him."

Paterno, like Mitchell is in the College Football Hall of Fame.

The letter posted online addressed from "The Penn State Football Family" is entitled "We Stand in Support of Joe and Penn State." Besides Mitchell, other notable signees include Greg Buttle, Shane Conlan, LaVar Arrington and Ki-Jana Carter.

"As members of the Penn State community, we are deeply saddened by the allegations against Jerry Sandusky, and our thoughts and prayers go out to the victims and their families. Given the allegations against Sandusky, we understand the public's outrage because we share it," the letter begins.

Sandusky, who has pleaded not guilty to the allegations that span from 1994 to 2009, is awaiting trial. Authorities have said Paterno is not a target of the investigation, though he was dismissed by trustees amid mounting pressure that school leaders should have done more to stop alleged abuse.

"At the same time, however, it's important to remember that all of the facts surrounding this troubling matter are not known," the letter continues. "Until all of the facts are known and due process has run its course, we ask that the public reserve judgment about Joe Paterno and the Penn State community."

The letter goes on to praise Paterno's impact on his former players off the field. "Joe has taught Penn State faith, fairness, philanthropy and the importance of academic excellence ? all values that make Penn State a great institution today, the letter said.

Mitchell said the effort came together to honor Paterno's 60-plus years of coaching, including the final 46 as head coach.

"I'm just speaking to coach Paterno's character. The type of guy he's been over the years," Mitchell said in the phone interview. "He didn't just care from (us) as football players. He cared for us as people. These are the things that really meant so much to me."

Paterno was released from the hospital Sunday, a week after breaking his pelvis again following a fall at home. He stayed in the hospital to make it easier to get cancer treatments while his pelvis healed.

Mitchell hopes to visit Paterno next week.

"Many in the Penn State community view the public's rush to judgment of Joe as a rush to judgment of everything Penn State. We ask for due process for Joe Paterno and the Penn State community," the letter said. "Based on the immense quality of Joe's character and the absence of all the facts, we stand in support of Joe and Penn State."

Starlings help to explain irrational preferences

ScienceDaily (Dec. 20, 2011) ? Research into decision-making by European starlings (Sturnus vulgaris) may help to explain why many animals, including humans, sometimes exhibit irrational preferences.

A study by Oxford University scientists in which starlings pecked on different coloured keys to gain a food reward shows that the birds pay too much attention to context: this makes them vulnerable to the sort of tricks that marketing specialists use to try to make human shoppers choose one product over another.

A report of the research was recently published in Science.

The researchers use a supermarket metaphor to explain irrational preferences:

  • Budget supermarket Starbuy sells a range of tomatoes that includes Redgold as its highest quality option. Its rival Poshchoice sells a superior range that includes Goldquest, a variety superior to Redgold but at the bottom of Poshchoice's upmarket range.
  • Because other tomato alternatives are available in each supermarket, on regular shopping trips shoppers experience a positive feeling when they see Redgold ("I'll take it, it's the best around") and a negative one towards Goldquest ("I'll see if there's a better one").
  • On rare occasions where both varieties are presented side by side, shoppers' choices will be influenced by these emotional memories, upping the preference for the manifestly inferior Redgold, because it is remembered as a winner.

'Such examples of irrational behaviour are often quoted in studies of human behavioural economics, but the reasons why people may be designed to make such irrational choices are rarely addressed,' said Dr Esteban Freidin, from whose DPhil dissertation this study originates.

We are evolutionary-minded scientists, and for us the consequences of behaviour must play a role in the evolution (and design) of the underlying psychology. If decision-makers make systematically bad decisions, we want to understand why,' said Professor Alex Kacelnik, Freidin's supervisor and head of the Behavioural Ecology Research Group in Oxford University's Department of Zoology.

In an experiment involving eight European starlings Freidin and Kacelnik tested whether giving these decision-makers additional, truthful, information about the typical context of each alternative could harm choice performance (a phenomenon sometimes called the "less is more" effect, because ignorance seems to improve results).

They manipulated the presence or absence of reminders of the normal context of each item, and wondered whether such reminders would improve or harm the rationality of the starlings' choices: In their shopping metaphor, this experimental manipulation would be equivalent to adding to every box of tomatoes the supermarkets' logos (for example a label reading: 'Products of Starbuy/Poshchoice').

They reasoned that context information is irrelevant to the choice between two simultaneous alternatives, but may influence preferences because it brings up the memory for the emotional impact of meeting each option in its normal context.

This is exactly what they found: the starlings (which were pecking at coloured keys for food rather than buying tomatoes) were trained with two options in different contexts. In each context one option was better and the other worse than another alternative present at the time.

To implement the logos manipulation, they divided the birds in two groups. In one group ('context signalled') a signal identified in which context each presentation took place. In the other ('context unsignalled') the birds could only infer the context from the options encountered. When the birds were presented with the two target options simultaneously, the context-signalled group made more wrong choices than the context-unsignalled one, confirming that the addition of truthful information can, ironically, make decision-makers perform worse.

The results were reversed, however, when the starlings were presented with only one option at a time, and had to decide whether to take it or leave it to search for better alternatives. In the supermarket metaphor, this would mean that enhanced context information is good for shoppers' usual circumstances (if you find the best tomato this shop sells, take it; if you find the worst search for an alternative).

However, being reminded of these context-dependent circumstances brings to the fore feelings that can be harmful in the unusual cases where the two target options are simultaneously available: here all that matters are the differences between the two options. By responding to the context the starlings might have been economically irrational, but they were 'ecologically rational', because they did well in frequently occurring situations while paying a cost in rare ones.

The authors argue that decision processes reflect organisms' adaptations to their circumstances, and that for most animals this probably involves maximising their performance in sequential encounters (of the take-it-or-skip-it kind) rather than side-by-side simultaneous ones (of the take-either-of-these kind). In the former, being influenced by the context helps to make better decisions, while in the latter, the additional information adds confusing and irrelevant noise.

Dr Freidin said: 'We use theory developed to understand foraging behaviour of animals to expose general principles of choice.' Professor Kacelnik added: 'A successful science of decision-making cannot be based exclusively on the psychology of decisions or on the evolution of this psychology: it needs both. We illustrate this by combining animal behaviour experiments with economic analyses of human behaviour.'

Bank of China to step in as Saab part owner: source (Reuters)

STOCKHOLM (Reuters) ? Saab's Dutch owner and China's Zhejiang Youngman Lotus Automobile have agreed that the Bank of China, the nation's fourth-largest bank by market value, will come in as part owner of the ailing carmaker, according to a source familiar with the deal.

Under the new deal, the Bank of China will replace Chinese investor Pang Da Automobile Trade Co. Youngman and the Bank of China will own just under 50 percent of the company.

The move could help pave the way for an approval by General Motors, which still has preferential shares in Saab and rejected an earlier rescue plan. It said in November it would stop supplying components and technology if Youngman and Pang Da succeeded with their acquisition bid.

Saab has lurched from crisis to crisis in the past year. The company has not produced a car in months because of unpaid salaries and bills.

The new plan has been handed over to GM.

Saab was not immediately available to comment.

The company is currently under court protection from creditors in Sweden after unions representing Saab employees began proceedings to put it into bankruptcy over unpaid wages.

Pang Da operates auto dealerships in China while Youngman produces commercial vehicles, including buses and trucks, and sells cars under the Lotus brand.

GM operates in China in a partnership with state-run automaker SAIC Motor Corp Ltd.

'Twilight' stays bright but Hollywood snoozes (AP)

LOS ANGELES ? The latest "Twilight" movie cast the longest shadow with $16.9 million for a third-straight No. 1 finish during one of the year's slowest weekends at the box office.

Business was dismal, with box-office tracker Hollywood.com estimating Sunday that domestic revenues totaled just $82 million. That puts it barely ahead of Hollywood's worst haul of the year, when revenues were $81.5 million over the second weekend in September.

Once studios release final numbers Monday, this past weekend could come in as the worst of the year if revenues finish even lower.

The first weekend of December often presents a lull in between big Thanksgiving releases and the onslaught of year-end blockbusters that arrive a bit later. But this big a slowdown is surprising given that there's quality stuff out there among the top-10 films, particularly family fare such as "The Muppets," "Hugo" and "Arthur Christmas."

Hollywood executives usually blame bad weekends on a weak crop of movies.

"It's tough to blame it on the product when the product is pretty good and the films are solid," said Hollywood.com analyst Paul Dergarabedian. "While the post-Thanksgiving weekend is typically slow, it's not usually this slow."

The dreary weekend comes after a relatively quiet Thanksgiving holiday at movie theaters, despite analysts' predictions of potential holiday records because of a great lineup of films.

But more fans might be thinking twice about heading out to theaters given the new entertainment options they have with Apple's iPad, Amazon's Kindle products and other gadgets, along with their big-screen home setups for movies and television.

Or it could be that Hollywood has temporarily neglected its mainstay audience of young males. Dergarabedian said there's little out there now for guys looking for thrills and laughs.

That will change in the coming weeks as Jonah Hill's comedy "The Sitter" opens Friday, followed by a rush of action tales: Tom Cruise's "Mission: Impossible ? Ghost Protocol," Robert Downey Jr.'s "Sherlock Holmes: A Game of Shadows" and Steven Spielberg's "The Adventures of Tintin."

Women and families continue to dominate the scanty business at theaters now. Summit Entertainment's female-driven blockbuster "The Twilight Saga: Breaking Dawn ? Part 1" raised its domestic haul to $247.3 million.

Coming in second again was Disney's "The Muppets" with $11.2 million, lifting the family film's domestic total to $56.1 million. Despite good reviews, though, "The Muppets" audience was off more sharply than any other top-10 movie compared to Thanksgiving weekend.

Paramount's family adventure "Hugo," an acclaimed saga directed by Martin Scorsese, finished third with $7.6 million, raising its domestic take to $25.2 million.

Sony's animated holiday comedy "Arthur Christmas" was fourth with $7.4 million, pushing its total to $25.3 million.

In limited release, Fox Searchlight's sexually explicit drama "Shame" opened strongly with $361,181 at 10 theaters in six cities. "Shame" expands to six more cities Friday.

Starring Michael Fassbender in a grim portrait of a sex addict, "Shame" is the latest film angling to lure moviegoers despite an NC-17 rating that prohibits anyone younger than 17 from seeing it.

Some fans and theaters equate the NC-17 tag with pornography, but serious films with that rating occasionally break through and find an audience. Fox Searchlight is positioning "Shame" for Academy Awards attention after the film earned Fassbender the best-actor prize at the Venice Film Festival.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

"They have been overwhelmed," the member, who wished to remain anonymous, told Access of the continuously heartwarming outpouring of support from the "Star Wars" community and social media users. "The response from not only the 'Star Wars' community, but Facebook [and] the world has been overwhelming."

The member said Leah's parents were repeatedly cautioned that due to our fast-paced society, the public's interest would inevitably wane, and Facebook groups would become idle.

However, the Esquenazis have experienced quite the opposite.

"They've been finding that it's been growing stronger... [even] people with very limited means are still finding ways to help them," the member shared.

(AP) ? Virginia Tech University says it acted appropriately in alerting the campus that bloody spring day in 2007 during what turned out to be the deadliest mass shooting in modern U.S. history.

The government disagrees and has levied $55,000 in fines, contending the school was too slow in notifying students, faculty and staff and therefore in violation of a federal law requiring timely warnings when there are safety threats.

The university gets a chance Wednesday to begin making its case before an Education Department administrative judge, Ernest C. Canellos, in hopes of erasing a fine that isn't hefty but can leave a black mark on an institution's record.

The fines were levied under a law known as the Clery Act, which requires colleges and universities to provide warnings in a timely manner and to report the number of crimes on campus. During the Obama administration, there's been a ramping up in enforcement under the act, which has gotten recent attention because of scandals at Penn State and Syracuse universities.

Investigators have been on the Penn State campus for a Clery Act investigation into whether the university failed to report incidents of sexual abuse in connection to allegations against former assistant football coach Jerry Sandusky. An Education Department spokesman said the department is also reviewing whether a similar investigation will take place at Syracuse. Three men, including two former ballboys, have accused former assistant basketball coach Bernie Fine of molesting them as minors.

In the Virginia Tech case, the rare hearing is expected to last two or three days. It probably won't end with an immediate ruling and further legal challenges could follow. Virginia Tech hasn't indicated it is backing down even though experts say schools found in violation of the law typically accept a fine and agree to changes or negotiate a settlement.

This has attracted great interest in higher education circles, given the high profile nature of the crime and the chance to learn how the department applies the law. The 1990 law was named after Lehigh University student Jeanne Clery, who was raped and murdered in her dorm room by another student in 1986.

During this administration, the Education Department has conducted more random Clery Act audits and has worked at times with the FBI. Six schools this year alone are facing fines, which is the same number that paid fines in the first 18 years of the law, said S. Daniel Carter, director of public policy at Security on Campus Inc., a Wayne, Pa.,-based organization formed by Clery's parents.

The maximum fine per violation under the law is $27,500. Colleges and universities can also lose the right to offer federal student loans, but that's never happened. In the highest fine issued under the Clery Act, Eastern Michigan University agreed in 2008 to pay $350,000 for covering up the rape and killing of a student in her dorm room by telling reporters and her parents there were no signs of foul play.

In the Virginia Tech case, the university opted to exercise its right for an appeals hearing before an Education Department administrative judge. Larry Hincker, a university spokesman, said in an email that the actions taken by Virginia Tech were well within the practices in effect then on campuses.

Virginia's attorney general, Kenneth Cuccinelli, said in a statement earlier this year that the appeal was filed to compel the department to treat Virginia Tech fairly. The university contends the department is holding it to a higher standard than what was in place at the time of the shootings.

"There are important principles and policies at stake here that affect not just Virginia Tech, but colleges and universities all across the country," Cuccinelli said in the statement.

The university is facing charges of failure to issue a timely warning and failure to follow its own procedures for providing notification.

"This case is about responsibility," the Education Department said in a court filing. "Specifically, it's about an institution's responsibility to provide vital information to its students and employees as required by federal law."

The department said the university violated the law by waiting more than two hours after two students were shot to death in a residence hall before sending out a campus wide warning by email. The department said the email was too vague because it mentioned only a "shooting incident" but did not say anyone had died. By that time, student gunman Seung-Hui Cho was chaining shut the doors to a classroom building where he killed 30 more people and then himself.

At the time the email was sent, the university has argued it was believed the two students were shot in an isolated domestic incident and that the shooter had left the campus. The school also contends it had planned a news conference to discuss the residence hall shootings until the later shootings intervened.

"This case is not one in which Virginia Tech was avoiding its responsibilities, but rather one in which it responded in a variety of ways that are permissible under the applicable regulations," the university said in a court filing.

Some family members of the students killed have called the fines woefully inadequate. Suzanne Grimes, whose son Kevin Sterne, was injured in the shootings, is scheduled to testify. She said in a telephone interview that university officials failed in their duty to warn students.

"The families of the deceased have a lifetime of grief and the survivors like my son, Kevin, have a lifetime of injuries and what the future holds for them, as a mother I'm concerned about," Grimes said.

Peter Lake, an education law professor at Stetson University College of Law, said higher education officials believe that what happened at Virginia Tech could happen on any campus. At the same time, university administrators are aware that enforcement of the Clery Act has increased, he said.

"It will be very interesting to see what the arguments are and how they are perceived," Lake said. "I think the field is very much on high alert. They are trying to figure out what's happening next."

While the Virginia Tech hearing may prove instructive for other schools on the Clery Act, a more applicable example on how such cases work involved a review at Tarleton State University in Stephenville, Texas, Carter said.

The Virginia Tech case focuses on what happened related to a specific incident, while Tarleton State's covered broader issues, which is more typical, Carter said.

The Education Department fined Tarleton State $137,500 in 2009 for allegedly underreporting the number of sexual assaults, burglaries and drug-related crimes on and near the campus between 2002 and 2007. The university appealed.

There wasn't an evidentiary hearing, but after reviewing the evidence, Canellos reduced the fine to $27,500. The case was appealed to Education Secretary Arne Duncan, who has not issued a decision.
